He enrolled at Ohio Wesleyan University in 1931 and became the 268th initiate into the Epsilon Chapter of Alpha Sigma Phi on February 21, 1932. In his earliest days as an Alpha Sig, he served the Chapter as President and Recruitment Director. Burns began the duties of Executive Secretary in 1936 and retired in 1976.
